Returns the home accounts (owned servers only) and syncable libraries for a Plex server, with the user's current library selection flagged. Network-bound.

Errors use the shared { error_code, message, guidance } envelope: missing_token/bad_auth (401), missing_server_id/plex_unprocessable (422), invalid_server_id/plex_not_found (404), invalid_server_url (503), plex_timeout (504), plex_bad_response/plex_generic_error (502).
